I like vignetting for a variety of reasons: You can dial in focus, obscure distractions, create mood, and ground a photo to a larger design. This video tutorial that demonstrates a few ways to create vignettes via Photoshop. The tutorial uses CS3, but the tips apply to CS4 and Elements, as well.
